The Deliberator is a tool that deploys new Information & Communication Technology in order to organise the information that feeds into a dialogue process about a governance issue, in this case water resources. The Deliberator is designed to support participatory processes through presenting information, policy scenarios, and evaluation indicators in an accessible way.
Deliberator utilizes a Deliberation Matrix paradigm. This matrix is a composite indicator presenting an array of judgments offered by stakeholders concerning viable alternatives. The perspectives are portrayed as decision scenarios which express distinct technological, economic, legal, and governmental information to managers.
