Deliberator is a tool to support discussion, dialogue and deliberation among stakeholders. This tool has been developed on the base of the Deliberation Matrix methodology, which combines three dimensions. The first dimension is 'Stakeholders', the second is 'Scenarios' and third dimension is a list of 'Indicators'.

This tool was developed for the project AISUWRS - Assessing and Improving Sustainability of Urban Water Resources and Systems, a research project supported by the European Commission under the Fifth Framework Programme and contributing to the implementation of the Key Action "Sustainable Management and Quality of Water" within the Energy, Environment and Sustainable Development.
